# Directions:
01 - In a medium bowl, blend cream cheese, sour cream, and shredded cheddar until smooth and fluffy.
02 - Incorporate diced red and green bell peppers, grated carrot, green onions, parsley, garlic powder, black pepper, and salt into the cheese mixture; mix thoroughly.
03 - Lay out the tortillas on a flat surface and evenly spread one-quarter of the cheese-vegetable mixture on each, leaving a 1/2-inch border around edges.
04 - Roll up each tortilla tightly into a log shape.
05 - Wrap each rolled tortilla in plastic wrap and refrigerate for at least 1 hour to set.
06 - Unwrap and cut each roll into 1/2-inch thick pinwheels; arrange on a serving platter and serve chilled or at room temperature.
